Medicine catalogue
Manage medicines, strengths, costs, prices and real stock. A strength is buyable only when both medicine and strength are Available and stock is above zero.
Purchase authority
Fail-closed control. A medicine can only be bought when HQ explicitly sets a partner, marks both medicine and strength sellable, sets availability to Available, keeps both catalogue statuses Available, and real stock is above zero.
